| VA to Play Catch Up on Housing Stipend Posted: 07 Sep 2010 11:34 PM PDT  By now most veterans are aware that the Post-9/11 GI Bill offers several different benefits to help vets cover the costs of getting their education. This includes a monthly living stipend (a.k.a. Housing). This stipend, based on the DoD payment rates for Basic Housing Allowance for an E-5 with dependents, is adjusted each January to reflect the current cost for housing in a given "military housing area" — based on the zip code of the members residence. (Unlike the DoD rates, the GI Bill housing stipend is based on the zip of the school not the residence of the veteran). Last January marked the first such adjustment since the Post-9/11 GI Bill went into effect in August of 2009. Unfortunately the VA systems were not capable of making the change which means many veterans have not been getting the correct 2010 housing rate since January. Last week the VA announced that the systems are now in place to begin paying veterans the 2010 stipend on September 1st. VA expects all files to be updated by the October housing payment. The VA has also stated that eligible veterans will receive a one-time catch-up payment. The one thing many people had not considered is that housing costs do not always increase, in fact, the 2010 BAH for many zip codes actually dropped due to the current slump in the housing market. However the VA has assured veterans that any drop in housing in 2010 will not create any overpayment and recoupment processes. The VA has decided to adopt the DoD's "grandfathering" or BAH rate protection which means students don't have to fear a drop in their stipend as long as they remain enrolled in the same school.
