The Universal Service Fund, which has proved to be the best operating USF in the world and was being used as a benchmark by other countries, is operating without any budget in this fiscal year, resulting no operations and non-payment of salaries to its staff since June 2010.

After recent clash between Mr. Khosa and various IT and Telecom organizations and then his departure as Minister in-charge of MoIT, USF is waiting for its board meeting for budget approvals and decisions on various managerial and operational tasks.

USF's last board meeting was held on March 31st, 2010, since then organization has become non-functional at all levels.

Just like ICT R&D Fund, USF is waiting for Prime Minister's nod to resolve administrative issues so that this key organization of telecom industry kicks its operations going.

We have discussed in past on USF's role for the development of telecom and broadband industry in the country, however, this on-going situation has literally paralyzed the organization with no new projects, audit of on-going projects, assessments, research work and other organizational tasks.

Well placed source at USF confirmed that company has not spent a single rupee since 1st July 2010. Employees are not paid salaries for several months now, while CEO and GMs are paying running-expenses (or call it salaries) to lower staff from their own pockets so that at least they survive in these days of inflation.

This is the limit of destroying an organization that has been allocated a total of Rs. 15.1 billion to spend for enabling telecom services in un-served areas of the country.

As mentioned above, last Board Meeting was held on 31st March in which all other Board Members unanimously proposed to re-employ the current CEO. The Chairman (Minister in-charge) asked to postpone the decision till next Board Meeting, which was never held.

It merits mentioning here that USF operates with the help of 1.5 revenue share given by all cellular companies annually. Moreover, there are billions of Rupees (estimates suggest 25-30 billion rupees) sitting at ministry level under the head of USF, however, they can’t be utilized as budget hasn’t been approved for the company for on-going fiscal year.

It must be noted that all funds are kept by Ministry of IT and are allotted to USF only after approval of (telecom) projects.

Just to give our readers an idea, following are some of key achievements of USF, since its inception:

  • USF was allocated a total of Rs. 15.1 to spend on telecom projects in un-served areas. This could also be more if Board Meetings could be held to approve signing of contracts where open bidding has been completed or where bidding could be initiated – both waiting board approvals.
  • A total fund of Rs. 6.3 billion is allocated for laying of fiber optic throughout the country, connecting all Tehsils.
  • Through USF, telecom services were available to approximately 4.3 million people in 3,400 previously-unserved villages and work is in progress for another 2,700 villages where 2.5 Mil people live.
  • In last three years, USF made broadband services available to 15.5 Million People in urban/semi-urban areas in over 200 cities.
  • Nearly 150,000 customers attained broadband services in more than 200 cities. Note that in these 200+ cities there was no broadband in the beginning of 2009.
  • Under the head of special projects, USF made various services available to 200,000 people through pilot telecenters + many more benefitting through ICT facilities for disabled persons at Shifa Eye International Hospital and Foundation for Fighting Blindness.
  • Telecom companies, with help of USF installed total around 500 cell sites, out of which more than half have been installed and technical audit of 235 has been done

This service adds on international home remittances receiving facility in Pakistan.

The latest easypaisa service can be availed by anyone with a valid CNIC irrespective of any mobile operator or bank affiliation through all Sales and Service Centres and Franchises of Telenor Pakistan and all branches of Tameer Microfinance Bank.

Vice President Financial Services Telenor Pakistan, Roar Bjaerum, announced the launch of 'International Home Transfer' service and shared,

"Lack of financial infrastructure in many areas of Pakistan makes the process of receiving international remittances sent by loved ones abroad cumbersome. easypaisa International Home Transfer is meant to facilitate bridging this gap. At the same time, this service is part of our vision to offer wider range of financial services to increase financial inclusion in Pakistan."

Speaking at the launch of International Home Transfer, the Chief Executive Officer Tameer Microfinance Bank, Nadeem Hussain said,

"The regular stream of new additions in the easypaisa portfolio displays regulators confidence in the reliability and performance of the solution. This new service offers all the benefits of any conventional remittance service. We are making quick progress towards offering new services providing additional benefits to the customers”

The senders of funds from abroad can transfer the money through the wide network of Xpress agents present in more than 80 countries including United Arab Emirates, Kingdom of Saudi Arabia and United Kingdom.

A transaction ID will be generated on sending the amount which, along with the CNIC, are required to claim the funds through all Telenor Pakistan Sale & Service Centers, Franchises and Tameer Microfinance Bank outlets.

International remittances can play a valuable role in providing foreign exchange, but more importantly, also offer significant potential to support incomes of poor and vulnerable groups. Tameer Bank has been given a member status of Pakistan Remittances Initiative (PRI).

PRI is a joint initiative of State Bank of Pakistan, Ministry of Overseas Pakistanis and Ministry of Finance aimed at increasing the inflow of remittances through legal channels. Keeping in mind the importance of international remittances to Pakistan's economy, the International Home Transfer service is being offered without any charges.

Telenor Pakistan and Tameer Microfinance Bank's easypaisa International Home Transfer Service will extend its relationships to more transfer agents in addition to Xpress Money in the future.

NetSol Technologies, Pakistan's leading IT company and biggest software exporter, has won become Pakistan’s first company to be re-assessed at Maturity Level 5 against CMMI® Version 1.2 by the Carnegie Mellon Software Engineering Institute (SEI).

In doing so, it has created a milestone for the Pakistani IT industry and placed Pakistan at the forefront of IT software producing countries.

NetSol had already been assessed at Maturity Level 5 against CMMI V1.1 in 2006, which was again a first for Pakistan. It was a distinction shared by few software companies in the world at the time. However, SEI introduced version 1.2 subsequently to make it even tougher for companies worldwide to be assessed at this level.

As a result, currently just 154 companies stand appraised at CMMI Level 5 in the world, as reported on the SEI website.

This is a significant drop from over 300 companies at this level in 2008. Most of these companies are among the top IT companies of the world catering to the world's biggest customers including the US Department of Defense.

Sintel is planning to introduce single-rate mobile roaming in at least 8 regions where it has full or partial investments, reported ITP, a technology website from Middle East.

Initial reports suggest that Warid Telecom of Pakistan, India’s Bharti Aitel, and Globe Telecom in the Philippines will be part of this singe-rate roaming plan.

Quoting Muneer Farooqui, CEO, Warid Telecom, ITP said that this single-rate roaming will surface by early 2011.

We call it ‘one network, one roaming charge’. We are working on it by the end of the year, at least amongst the eight operations of Singtel. Hopefully it will be in the market by the turn of the year.

It would be a great advantage for these operations, making it a global operation across borders, said Mr. Muneer Farooqui, CEO, Warid Telecom
